Wherever there is an abundance of Herring, Sardine, Sprat, or Mackerel ............ then the BFT's will be attracted to that area

It will be a research program. So certain boats will be allowed to target them on a legal basis as it’s for science. What it doesn’t mean is that everyone else can have a go sadly
