Yeah it seems that way. Though I have been involved in marine construction and the costs are massive. 
A few years ago I tendered for work in the lighthouses at Dover harbour. A safety boat alone was £6-700 a day before you even start. 
My favourite sure mark used to be the Dover southern breakwater, that was regularly closed for storm damage and has been shut for a fair few years now and will never open to anglers again.
